Your self build has disabled half the options in libarchive and I'm not sure that's actually the source of your issue. My best guess is that you've followed outdated instructions to install/modify pacman on your system. See wiki/devkitPro_pacman for most up to date instructions.

This looks like what happens if you put your project in a path with spaces. This is a bad idea where command line tools are involved. Move or rename your project somewhere where there are no spaces in the path
