We don't support dynamic libraries and have no plans to add support so you should patch out use of libdl where possible. There are numerous difficulties involved in attempting this on a console we're not supposed to run code on using an OS we don't control.

I'm trying to port GSM Player from devkitARM circa R21, which is no longer available, to current devkitARM. The problem I'm running into is that the linker is no longer placing gsmcode.iwram.c in IWRAM. Instead, it is placed in ROM and running from ROM. I can tell because grep gsm_decode .map shows...

What you're describing makes no sense. You shouldn't get that error with a stock install.

Can you use the uninstaller to uninstall everything then check the c:\devkitPro folder is empty before reinstalling from scratch. Watch carefully for any error messages and report back.
