You broke it by installing cygwin. devkitPro toolchains do not require cygwin. Run the devkitPro uninstaller then remove cygwin. Delete any cygwin dll you can find on your system. There are two repositories. One for the libraries and a second for the binaries. You've only added the repository for the binaries.

Wide mode disables the parallax barrier in order to use the full set of pixels for a single view - that's how we get 800 pixels instead of 400. It's not possible to have stereoscopic wide mode.

If the uninstaller exists (uninst.exe in the devkitpro folder) then run it and remove the partial install. If the uninstaller hasn't been written to disk then just remove the whole devkitPro folder manually and reboot. Try downloading and running the installer again. Hopefully it should just work now.
