I was wondering, after watching that the .h files are documented, if any has a link to the docs of the libraries with style of doxygen or javadocs or if someone is going to publish a link with them.

Are the links for these posted somewhere on the main devkitpro page? I was wondering the same thing. Either way, yeah I now have a libogc reference!
