libnds: RTC example update issue

I recently upgraded to the R28 and latest libnds and, shortly after, noticed that the RTC watch example was not working in emu. It attains the correct time but does not update. This is with the latest examples and I have found one other person that has noticed the same issue. RTC does, however, work on hardware.

Its a problem with the emulators not the example. Its not a new problem.
