Use latest upstream exception stub
Use latest upstream bootloader
rebuilt with latest tools & libraries
Further improvements to overall system stability and other minor adjustments have been made to enhance the user experience.

We've now moved the toolchain base image to Bullseye now that Bookworm is stable. All 3 toolchain docker images have been rebuilt on top of this image.
