help! i cant compile on windows 7!

on windows 7 i cant run "make ds" as it just throws an error

make.exe - System Error

The program can't start because libintl3.dll is missing from your computer. Try reinstalling the program to fix this problem.

How did you install the toolchains?

What's the output of
